What this layer covers
Data Infrastructure encompasses the quality, structure, accessibility, and governance of the data your business holds. AI tools — from language models to automation agents to predictive analytics — consume data as their primary input. The quality of that input determines the reliability of every output.
This layer is assessed across four dimensions: data quality (accuracy, completeness, consistency), data structure (whether data is organised in a way AI can interpret), data accessibility (whether the right data is reachable by the right systems at the right time), and data provenance (whether you know where data came from and how it has been modified).
Why it is the starting point
Data Infrastructure is Layer 1 because everything above it depends on it directly. Integration failures are frequently data failures in disguise — a system that cannot connect reliably is often connecting to data that is inconsistently structured. Workflow failures are often data failures one step removed. Addressing higher layers while Layer 1 is unstable produces fragile results that require constant intervention.

What this layer covers
Systems & Integration addresses the connectivity between the platforms, tools, and data sources that make up your operational technology stack. AI tools do not operate in isolation — they need to read from and write to the systems your business runs on. The reliability of those connections determines how reliably AI can operate within your workflows.
This layer is assessed across: integration architecture (how systems connect and how data flows between them), API availability and stability, system reliability and uptime, and the degree to which the technology stack is documented and owned rather than held in individual knowledge.
Why it follows Layer 1
Integration failures are rarely pure connectivity problems. In most cases they reflect upstream data inconsistencies — a system that cannot connect reliably is often connecting to data that is structured differently on each side of the integration. Stabilising Layer 1 before building Layer 2 prevents the most common category of integration failure from the outset.

What this layer covers
Workflow & Process addresses the degree to which your operational processes are documented, structured, and consistent enough for AI to follow, augment, or automate them reliably. AI agents and automation tools execute processes — they do not invent them. Processes that exist primarily as tacit knowledge, informal convention, or individual judgement cannot be handed to AI without first being made explicit.
This layer is assessed across: process documentation completeness and currency, decision logic explicitness (whether the rules that govern decisions are written down), process consistency (whether the same process actually runs the same way across teams or individuals), and exception handling (whether deviation from the standard path is documented and managed).
Why it follows Layer 2
Process layer work depends on data and systems being stable because effective process documentation must reflect how data actually flows, not how it is supposed to flow. Process maps built on unstable data or integration assumptions will be invalidated as Layer 1 and Layer 2 work stabilises the operational reality beneath them.

- Processes documented at a high level (flowchart) but not at the operational detail AI requires to execute
- Decision logic embedded in individual judgement rather than explicit rules — "she just knows when to escalate"
- Process variation across teams, regions, or individuals that is unacknowledged and unmanaged
- Exception handling that is entirely informal — no documented process for what happens when the standard path fails
- Process documentation that exists but is not maintained — written once and not updated as the process evolved

Governance & Risk addresses the policies, accountability structures, and oversight mechanisms that allow AI deployment to scale without accumulating unacceptable regulatory, reputational, or operational exposure. AI tools introduce a category of risk that most businesses have not previously had to manage: automated decision-making at scale, with outputs that can be difficult to audit after the fact.
This layer is assessed across: AI policy (whether the business has defined what AI tools can and cannot be used for), accountability (who is responsible for AI outputs and how that responsibility is operationalised), auditability (whether AI decisions can be explained and reviewed), regulatory compliance (the specific obligations relevant to the sector and use case), and incident management (what happens when an AI tool produces an output that causes harm or fails).
Why it follows Layer 3
Governance structures need to govern real processes. Layer 4 work done before Layer 3 is stable produces policy documents that describe how things should work rather than how they do — creating a compliance gap from the outset. Governance built on stable processes can be specific, enforceable, and auditable in practice, not just in principle.

- No documented AI use policy — individuals making tool adoption decisions independently and inconsistently
- Accountability for AI outputs undefined — it is not clear who is responsible when an AI tool produces a harmful result
- Regulatory obligations not mapped to specific AI use cases — compliance assumed rather than confirmed
- No audit trail for AI-assisted decisions — outputs cannot be reviewed or explained after the fact
- Third-party AI tools in use with no vendor assessment for data handling, bias, or regulatory compliance

This question reveals whether AI accountability is owned or assumed. The answer should be immediate and specific. Hesitation is a governance gap.

Sector-specific obligations (financial services, healthcare, professional services) interact with AI use in ways that require specific assessment — general GDPR compliance does not cover the full picture for most regulated businesses.

Each layer has dependencies on the layer below it. This is not a design choice — it reflects the operational reality of how AI tools interact with business infrastructure.
Businesses that address higher layers before lower ones are stable create fragile outcomes: governance structures built on undocumented processes, integrations built on inconsistent data, workflows that depend on connections that fail. The rework cost of getting the sequence wrong is significant.
